I may be wrong, but Blue Skies is a classic 6 99 Renpy mod, the same as the original, so no new lib renpy folders, just one rpa file What you do is that you extract all your files (or, one file) into your game folder (overriding all duplicates ofc) of your DDLC copy, not into your base directory
