The Catfish in Winter quest was previously removed as an option in the 1 4 4 update (actual release note text says "Removed Catfish from Willy’s fishing quests during Winter, as it’s impossible to catch one without a Rain Totem ") So I assume that it is a bug that it is now back as a possible quest
