I have looked into this further and it appears that all the street-level addresses (e g 40, 34 etc) surrounding where my new place is located are enabled for NBN and SC13, however every battle-axe block address is not available

Battle axe blocks are a result of poor subdivision design You see them usually in former public housing developments Can't say I've lived in one myself, but if it has a long access road I would not want to be walking through it at night
