Industries will spawn up to the selected density If you set your initial density in map generation lower than your target density, industries will spawn until it reaches the target, even if despawning is turned off However, once it reaches the target, nothing new will spawn

However, you can turn this off, by setting Industry Density Target to "disabled" In the extreme case, you can use Map Editor to generate a brand new map and NOT create any industries If you also disable Industry Density then you will have zero automatically placed industries, forever

Yup, it happens automatically based on the industry target density If the number of industries is below that level (e g from closing), new ones will get spawned randomly
