It sounds like something is interfering with the PerformanceTest licencing files when it starts up (either preventing access or causing a crash) Before you started seeing the errors was PerformanceTest starting correctly or was it crashing? Do you have an security or antivirus software installed software, if so can you make sure it isn't running while you install and launch PerformanceTest
