I'll suggest you go to Windows Settings > Apps > click Forza Horizon 4 > Advanced options > remove all the DLC then click "Reset", then restart the game Notice: After reset, your saved game data will be cleaned but don't worry, they will automatically sync back after you successfully enter the game I hope this helps
