If you don't have the platforming skills - or patience - to get the 'necessary' stars in a chapter, then you will be stuck in the game, yes However, it should be doable for (most) people, with a bit of patience at least

Holding the jump button after the second jump makes you float Wait until you reach the highest point with your first jump, and then do the second jump, hold down the button until you land so you glide longer If you mean the big boost, you have to jump up to the butterflies birds and then press jump again once you're touching them
