4790k is still pretty fast and it shouldnt hold back the 1080ti especially at higher resolutions, as boju pointed out it could struggle at CPU intensive games like BFV

The 4790k probably IS a slight bottleneck on that card, even overclocked, compared to a much newer CPU also overclocked It should however NOT be less performance or equal to the 980 ti I'd highly recommend that you update your motherboard bios, install the latest Z97 chipset drivers AND do a clean install of the GPU card drivers using the DDU
