Here's what I was thinking pea gravel 2" around post then pour 2 bags concrete I did this on a few posts then noticed after a rain storm the water just pooling and sitting on the top of the concrete I was originally just going to top the holes off with aggregate but now I don't know The soil is clay here

And if you mean the existing "aggregate" is exposed aggregate finish, I would put an expansion joint if aesthetics were important (if seen) between the two finishes Also, not much info, but stair stringers should not rest on a concrete pad, they mount to the railing posts which should have footings
