If you are typing @ symbol in To or CC box when editing emails, according to my tests, disabling the "Show AutoComplete Suggestions" option could indeed help stop the pop-up window If this is your case, in order to troubleshot your issue, it is suggested to start your Outlook in safe mode (Press Win + R, type “outlook safe”, press Enter ) and see if your issue has any difference
