Do you prefer confederation, or just allies? As soneone who plays video games for the spectacle, and less for the micromanagement of every single detail, I find that I would rather have an ally of the same race playing alongside my faction instead of subsuming them via confederation

In my experience, as Suebi, there was one faction that I became friendly with and figured that I would bring them into a confederation with later, but even when I had conquered all of the territory around them, they wouldn't even agree to an alliance, so I had to destroy them

So I think people have some decent responses but I don't really feel like the question you're asking has been answered For the workings of confederation it's basically like any other diplomatic deal However in Total War Warhammer 2 the data is obscured so you don't actually see the numbers
