I also bought some basic land I haven't played MtG before and I have cards that span sets dating back from 1994 up to the present day My questions are: - Are there any problems with mixing cards from different sets when constructing decks? - Have there been any major rules changes over the years and would this effect using cards from old sets?
- How much would it cost to build a pro-tournament deck?
I haven't followed competitive MtG much lately, but top-tier Standard decks typically cost $250-$500 However, the metagame is often fluid enough that highly competitive players will want to play a completely different deck from week to week
- Do they still make the pre-made duel decks for MTG?
Unfortunately dual decks got worse over time in terms of value and instead of WoTC printing better cards for them they decided to discontinue it Commander is the most played format by far so the commander precons, which now release with every set release, imo is the way to go

Single or 'mono' color decks are usually really focused, and can be very consistent 2 color decks work really well for starting players, because it gives you a good base to build on, and strikes a good balance between focus, flexibility, power, and constancy

The Theros Challenge decks are a pretty fun, prepackaged way to play solo You can also look in to the Horde Magic variant for options you can make on your own (There are some links to articles and samples at the bottom of that page )
