Not sure I agree with this logic Hold Person is also "only" a level 3 spell If Suggestion was not supposed to work in combat at all, it would be worded that way, but it isn't In fact, the wording of the spell says that a "reasonable" suggestion might even warrant a penalty to the saving throw

Most of this is GM fiat, but I think that the request table from the Mind sphere is a useful guideline Mind sphere gives you Suggestion where it takes a progressing amount of spell points to use more powerful versions (none to two for lesser through powerful, though the lesser at-will ability can only be used once per day per creature)

The problem came in that criminal made it to the lord-mayor and cast suggestion on him causing him to recind that order and not act against them (for the duration of the spell) I had the Lord-mayor be deeply conflicted as he tried to do as his friend wanted (charm person) but thought it was a really really bad idea (suggestion) and so he ended

I do know of that spell and of its cheese use BUT, the difference between that and Suggestion is that you are supposed to be a Gillman to use Aboleth's Lung, specifically, you are likely supposed to be underwater What's just as important as what the rule says in pathfinder is what the rule is -meant- to accomplish
