Stall speed (power off) = 33kias = 47kcas Airspeed calibration (power on) = 40kias = 47kcas so at least some of your Indicated airspeed discrepancy is due to power setting but as others have indicated the 1 3VSO comes from KCAS I suspect Cessna added a few knots to the approach speed due to the higher than typical drag from those big flaps
