Chie is meant to be a physical tank, so it would be best to remove all of her ice-related skills keep her physical dmg reflection skills, and allocate 1 phys multi-target skill and one single target phys dmg skill, and always keep power charge that’s her bread and butter

The main characteristic that should be focused on when talking about Chie is the "pursuit of goals" aspect, or, in this case, the lack of said characteristic Chie Satonaka's Shadow says that Chie doesn't really care about Yukiko's friendship, at least not genuinely: the Shadow says that Satonaka only needs Amagi in order to find value im herself
