Shotcut will output animated GIFs from either input video files or sequences of still images It's a free video editing software (though its a disgrace UX-wise, so has a steep learning curve) so it's better than just common animated gif makers if you're making an animated Gif from multiple video segments (i e you're actually editing a mini-video) I don't think it can do the video capture though

For some silly reason I was using the Reddit Avatar maker last night It's kind of rudimentary, but it has a feature that blew me away It has a standard "randomize the look" button, but if you hit back, it goes back to the previously randomized design!!
