I have the same problem sometimes What usually works is you have to go into the apps notifications ( the bell icon in the app) and open all of the messages that have a blue mark That works for me; you could also try going into your "app info" and "Force Stop" the app

I do not know about PS4 upload to PS App capability, I never tried it I got a PS5 day 1 because of the better graphics card, 16x the processing power and 2x the system ram, It plays so much better than the PS4, I haven't turned my PS4 back on for anything So IDK if PS4 will upload to PS App
