In Windows 11 the 'Apps and Features' was removed in version 22h2, there is no Background App setting page 1 There is the Startup Apps section you can use to stop apps starting with Windows 2 Then in the Settings App, open Apps - Installed Apps, you would need to select each app and click Advanced options
