IDX websites are kind of useless from my research (people rather zillow) so I built her a website from scratch it rivals that Agent Image and Luxury Presence offers but from the ground up instead of with WP or some other framework

SRT and VTT are text-based subtitles, HDMV PGS ( sup) subtitles are image-based So you'd have to OCR the subtitles to convert to those formats You can probably convert them to VobSub ( idx sub) with FFmpeg but I don't think it can directly output to IDX SUB, so you'll have to store it in a temporary Matroska file before using mkvextract to extract them into a pair of sub idx files ffmpeg
