Jynx gets STAB off of two strong attacking types and it already has lower BST then Magmar and Electabuzz So an evolution of Jynx would likely have lower BST than Magmortar and Electivire as a result It would still have great sweeping potential, so it would see at least some use in competitive battling

Keep Looking, Jynx is rare (5% at morning and at night, 10% during the day) Now, if you are not running into any pokemon, then you may have used a Repel; OTOH, if you are running into other pokemon (just not Jynx) then keep looking, for she is mighty rare

Jynx has been getting shafted basically its entire existence the anime hasn't shown it in 14 years and the only way you'd know it existed in Gen 1 prior to the Elite Four is if you traded a Poliwhirl in Cerulean City <_< Though Magmar and Electabuzz weren't in much better shoes

Other than by glitching the game via Trainer Fly or Mew Glitch, there is no Jynx whatsoever in Yellow To get a Jynx in Yellow, you need a pokemon with a Special Stat of 79 which should correspond to Jynx, and a Trainer Fly Mew Glitch npc that you can use to trigger the SPOTTED cutscene, the rest is easy, find any trainer you have not beaten that has at least a 3 tile sight range, NEVER
