Was it registered to any account or is it a new Kindle? I'd recommend temporarily disabling the Two-Step Verification on the account for about 15 minutes, then restart the Kindle Paperwhite and proceed to sign in To disable Two-Step Verification : In Your Account, select Login security Select Edit beside Two-Step Verification (2SV) Settings
