For 65W processors like your 3700X, PBO enabled would mean PPT=128 for example I forget what the EDC and TDC default values are, but they're probably reasonable around 100A or less when temp constrained Enhanced modes are PBO presets that change EDC, TDC, and PPT to whatever values MSI deemed "appropriate" for those levels

PBO might be needed to power the CPU to hit these higher potential boost clocks, but again this is useless in most cases because the Ryzen 3000 chips hit the temperature limit before they reach their even their stock max boost clocks on all core, so increasing the limit on paper doesn't help when the thermal headroom isn't there to do it in

There's multiple places to adjust PBO settings in BIOS, some manufacturers even have 3 different places OP is saying only use the AMD Overclocking section, which I thought was common knowledge, but apparently not
