You annex parthia for free, allowing you to form parthia instantly for massive boni in tearms of troop count since you will be switching culture, making your old culture integrated with citizen rights That one is great The monarch of the seleucid empire is murdered by you while they loose stab and I believe loyalty, too

I remember reading some time ago that forming Dahae as Parnia gave you Arsaces as a leader, and I figured it would be the natural progression towards forming Parthia Howerver, both countries seem to be tier 3, and now I'm afraid that I won't be able to form Parthia with Dahae
