Just posting here as I ran into this too I was doing a bit of brute force, started by physically removing a storage pool and replacing with new disks (wanted to preserve the original and wasn't sure how QNAP would react to me telling it to remove it) So then after rebooting I couldn't get to the manage page stuck at 12% loading, same as OP
