The code is generated when O2 voltage switch ratio between rear and front O2's (during the OBDII catalyst monitor routine) are below a predetermined ratio (60% - 75%) depending on exhaust configuration, 'Y' pipe etc Your switch ratio for bank 1 is "ZERO" (that's definately P0420)
