I recommend you look for evidence of one or more of the services TSG depends on being restarted For example, look through the system log entries with Source: Service Control Manager to see what other services were stopped started within seconds of the TSG stopping starting, like WWW Publishing Service

Stopping the ConfigMgr client agent won't stop a program that it kicks off via deployment It will cause it issues in monitoring that deployment though and so it probably will never report back on success or failure I can't say I've done it explicitly although the default client upgrades that we've done over the years to deploy SPs as well as CUs of course stop the agent and finish fine
