In Windows 11 the 'Apps and Features' was removed in version 22h2, there is no Background App setting page 1 There is the Startup Apps section you can use to stop apps starting with Windows 2 Then in the Settings App, open Apps - Installed Apps, you would need to select each app and click Advanced options

Hi - I just was able to turn off S mode on my new laptop I went to file explorer and typed regedit in the bar, it prompted me to go to a site and I was able to turn off S mode It is off now and I am able to install apps not from the store Choose where to get apps now appears in Apps > Advanced App Settings and it is set to Anywhere!!
