As @ Samuria mentioned most programs use what is set, the default for Windows is C:\Users\USERNAME with downloads from the 'net going to the Downloads folder there Office-type program creations go to their default, usually Documents, images to Pictures, etc The Options or Preferences in each program has that setting

So it appears that the entire partition was set-up for Downloads I attempted to reverse my steps by restoring the Downloads folder to it's original location, C:\Users\andre I then created a Downloads folder in D: and went through the steps to change the location of the Downloads folder again
