Yes While Shinto is undeniably Japanese in origin and practice, and it certainly helps if you are able to speak read Japanese, and have easy access to a shrine, it's not any absolute requirement The faith espouses a non-dogmatic universality that can be embraced by anyone from anywhere, as the Kami fill the Cosmos to every conceivable depth

Shinto has very little to say in terms of sociopolitical thought In the west, it seems a lot of practitioners are left-leaning, while Shinto in Japan is often used as a tool for nationalist parties Either way, debates on common sociopolitical issues here in the West often don't come up within a Shinto framework
