The judge accepted my explanation on appeal and awarded my permit You've already gone through the appeals process, with a lawyer, and lost IMO, unless you have a new lawyer that the judge owes a favor to, any more money you spend on this is just going down the drain

Wouldn't an appeal be after a judges decision Yes - but this pre-decision statement thing is highly unusual and the 30-day deadline is the same as an appeal - so I share Salt's concern that you are actually in the midst of an appeal process, despite the words of the licensing officer
