I don't know what the RCP's are now (I could google them, I suppose) but IIRC it's something like 10 years for E-4, 14 years for E-5 and up to 20 for E-6 Maybe it's changed, not sure But what if the military did away with the RCP? Would having a Specialist with 15 years of service be that bad? Or a private with 18 years of service?

So RCP is Retention Control Point It means you can't serve longer at that rank than the years stated So for 22 years at E6, it means that if you are E6, and you hit your 22 year TIS, you will be involuntarily separated (well, in 20+ year case, retired)
