Herewith does not mean along with It means “with this” (therewith would mean “with that”) Its use is a throwback to the conventions of formal business correspondence that included the use of Latin terms such as “inst ” and “ult ” (this month; last month) and formalised phrases such as “please find enclosed herewith…” (meaning: I have included with this letter…)

No-one uses 'herewith', is the simple answer It's confined to formal writing I couldn't even think of a realistic example of its use, so I googled for some, and I admit we might still write this in a formal letter or e-mail, with the basic meaning "with this": I enclose herewith a copy of the discussion document

I know something like 'attached herewith are my X documents' is not uncommon in Filipino English If you use it that way, you need a verb ( is are ) and you need something that is a file or document ('Registry of Workers, Assessed and Certified' isn't clearly one - perhaps you mean 'Register of Workers' or RWAC document?)
