Looks normal You want to use 100% of your GPU while gaming If you aren't at 100% at some point while playing the game then you are either playing a much older game, using too low of graphics settings, or your CPU isn't strong enough (you're totally fine) It is completely normal for the GPU usage to bounce around during a game

What does your GPU usage and compute graph look like on task manager? When your system is acting up, did you run a benchmark like the latest "gears of war" which measures CPU time AND GPU time (This tells you if you are CPU limited or GPU limited) If the GPU is waiting on the CPU, it will lower usage and thereby power use

Stutters often are not caused by the GPU being at 100% It's often caused by the CPU having trouble keeping up for some reason The CPU is responsible for determining the maximum FPS, with the GPU responsible for getting up to that performance Also CPU usage is not a clear indication of a bottleneck unless it's close to 100% (I'd say 90% +)

I did some monitoring, and the GPU usage after the drop often got to over 100% Gtav exe was using about 90%, but oddly, gtavlauncher exe kept popping up with around 15% usage, and it kept pushing the usage over 100% It doesn't constantly stay over 100%, but the framerate still suffers constantly in ALL of my games

You can watch the GPU frequency as you play to see if something is up there Then you can try individual benchmarks like Cinebench for the CPU, Unigine Heaven for the GPU Or something combined like 3D Mark Firestrike Compare your CPU and GPU scores against the average for your hardware
