I don't think 'swarthy' is in itself offensive, but I am sure it can be used in an offensive and or generalizing context I expect there are romance novels in which a woman (doubtless blonde and blue-eyed and a member of the upper classes) falls in love with a handsome (i e sexy) swarthy sailor the minute she lays eyes in him when she happens
