I generally do 0 2 or 0 4 (ie 10% or 20% maintenance) during peacetime, depending on the danger If you only have one rebellious province, then just sitting your army in it should drop the revolt risk down enough, and also remember that the rebels will start at a low morale too, so if you are already in the province you will beat them if your army is larger
