Seems you have installed two texlive: vanilla texlive + ubuntu texlive packages And it seems, the vanilla texlive is in the user's PATH, but the ubuntu texlive in root's PATH So you should not use sudo tlmgr but tlmgr (without sudo) to update the vanilla texlive Alternatively you should add the vanilla texlive binary folder also to root's PATH
