The preposition "within" takes a length of time as an object "14 days" is a length of time It also takes an optional "of"-phrase which indicates the start of the length of time

I'd say "within seven days upon arrival" means after arrival, while "of arrival" could mean before or after depending on context But dictionary definitions of "upon" don't really confirm that, so I can't post it as an answer
